His term of office ends on January 20, 2009. So, he has no need for campaign managers since he can't run again. He was also ready and able to assist New Orleans and Louisiana after Hurricane Katrina hit. But, the governor of that state didn't request the help until several days after. And the mayor of New Orleans fled to San Antonio before the storm hit.
his approval rating is in the crapper and you ask if his advisors are making go -- of course they are. He wouldn't think to do it on his own. He will probably make some broadcast and say he feels sorry for the people of Arizona oops California.

Define care. Politicians for the most part only care about staying in office and getting re elected. They usually do what keeps them in good standing with most of their voters. If your voting base is a bunch of welfare slobs like Ray Nagin's voting base, you demand more entitlements for the masses who contribute nothing to society. If your voting base is corporate executives who want to make money while providing jobs, you demand more legilation that takes the shackles off growing a business and be able to make it more profitable. A politician doesn't really have to care about an issue, they just have to APPEAR to care about an issue.
